The park is named after Oswald West, Governor of Oregon 1911-1914, who proclaimed all beaches in Oregon open to the public. Samuel Boardman, Oregon's first director of state parks, assembled land for the park during the 1930s and early 40s.

Early in  1912, most of the area between Short Sand Beach and today's Highway 101 was platted for resort development. Just a few months later, owners vacated the plat. Almost 20 years later, the owner wrote the director of Oregon state parks suggesting the area as a park. In 1931, Short Sand Beach formed the nucleous of today's Oswald West State Park.
This seven-minute video tells the story of early park development.
Beginning about 1910, Short Sand Beach was a popular hiking destination from the new Neahkahnie resort.
Hikers crossed the bridge at the north end of the Neahkahnie Mountain trail.
The protected waters of Short Sand have drawn visitors for more than a century.
For many years, fishing off the rocks attracted crowds during favorable tides.
Before the days of powerful engines, radios and global position systems, fishing boats anchored near Short Sand Beach using Cape Falcon as protection from northwest winds.
